I just painted my decks. Send me an email and I can show you my boat sometime (in SF) and tell you what I did and how I did it. There is info on rudder-play and wiring at this website. Take a look at the tips, found under articles. Hardware is expensive, so I would recommend to clean the winches (there is a little ring at the top, which you can pull out with a screwdriver. Once it is out you can lift the whole top off) and grease them. In most cases that will do the trick. If you have really old cleats you want them replaced. New lines are always a good idea. You don't want to break your halyard. APS and some other online stores sometimes have good deals. Make sure you get the right line (and length) which is commonly used for the purpose you use it for (APS lists such information - mostly for racing purposes).
