Just for a counterpoint -

I replaced the bolts on hull 478 a few years ago and was glad I did. The threaded portion showed no problems, but a number of the flared heads that sit in the recess in the keel flange were rusting away.

Mine were covered in resin and filler, so even if they were sound I would have had trouble reinstalling them. If yours are fairly clean you could remove them one or two at a time (while hauled out) for inspection before committing to replacement.
